This morning I received, for the first time, a copy of you April
14 memo with attachments. It was provided to me by Cynthia, who
first saw it on Friday.
I am responding
to your e-mail because Cynthia’s workload does not allow her
to continue the restructuring of the work of the license unit, at
this time.
Please be specific
in what operational changes you would make in the licensing unit
– besides shortening the phone hours for the public. Your
April 6th memo is replete with allegations of fraud and mismanagement,
but contains no specifics - other than that answering the phones
distracts you from analytical work. I hope that your submission
includes a mock up of the one-page application form that I asked
you to submit many months ago.

It is my understanding
that the hiring of retired annuitants and filling some vacant clerical
positions in the licensing unit has resulted in less phone time
for analysts, and that the workload, while demanding, does not require
shortening licensing public hours as we move to implement change
within the unit.
As you should
know, the licensing section is putting the final touches on its
goals, objectives and priorities for FY 2005-2006. They are due
to Cynthia and me, in final draft form, by Friday of this week.
If you have not seen a current draft of that document, please ask
your supervisor to obtain a copy for you. When this document comes
to me, I will ensure that process reform in the licensing section
is given a very high priority. Examples of my thinking in this area
are:
At the beginning
of the next legislative session, I will request that the CPUC introduce
legislation to conform and streamline the processes for granting
TCP, PSC and HHG permits. I see no reason to have three different
processes for the issuance of each of these permits. I will require
that drafts of these legislative reforms be on my desk by the end
of July.
Similarly,
we will propose legislation that conforms the knowledge, ability,
integrity, financial resources and responsibility language of the
licensing statutes related to each type of permit we issue.
Licensing management
has been directed to discuss expanding the call routing system in
CAB to cover transportation licensing and complaint resolution.
Problems with the rollout of a recent expansion to the CAB database
have delayed this process. I will receive a status report on this
effort later today.
Licensing management
has been directed to discuss implementing the electronic filing
of insurance and other documents. I will receive a status report
on this item later today.
Licensing management
has been directed to work with IMSD to implement the posting of
forms, basic licensing info and licensing FAQ’s on the Commission
website.
Should you have
concerns about the direction of the licensing unit as detailed in
this e-mail or in the goals, objectives and priorities – please
convene a work group to discuss written revisions to those goals,
objectives and priorities.

Hi Paul,
Wilson informed
me yesterday that he passed on to you my suggestion on “phone
calls” to the license Section. What I would like to know from
you is this: Who is going to make the decision? You?, Cynthia or
Richard? The Governor’s Legal Affairs Secretary sent me a
letter few months ago suggesting that I wait until Management respond
to my letters and then If I am not satisfied then contact the Governor.
First I want speedy decision on this. Please note: That the Governor
and also the Dept of Personnel Administration (DPA) always respond
to my letters. I believe if is expected that you guys follow suit.
I am very serious about this issue because I plan to pursue other
avenues incase the Phone Status Quo is not modified.

Hi Tony,
Please state
that you did receive my suggestion of April 6, 2005. I do know that
you passed it on to Wilson.
I am making
the request for acknowledgement because I want to put a stop to
the practice of management not responding to my requests.. By acknowledging
the request it shows that you did receive it and that you passed
it on.
It is also my
intention to notify Steve Larson and Peevey on Monday about it and
also to tell them that I intend to present the concerns expressed
and more to the Senate Budget Committee on April 18, 2005 when CPUC
EXECUTIVE meet with the Senate Budget Committee.
Tony don’t
blame me; they want me to use the Chain Of Command.
