Subject: "Fucked up" CPUC MANAGEMENT

Dear President Peevey:

Several months ago during your introductory meeting with the staff of the Consumer Protection and Safety Division, you described the CPUC MANAGEMENT as “Fucked up”.

You received full-room applause from the staff present. You received that applause because your blunt down to earth conclusion corroborated the staff assessment of many managers Commissioner Lynch inherited.

The Concerned Staff Committee would like to know if your view of CPUC Management is now different from what you thought months ago.

If so, what factors, reasons, conditions are responsible for your change of view? We (Staff) are in the Dark. Could you shed some light so we could see what you see?

Hugh Davidson in his book The Committed Enterprise (How to make Vision and values work) writes:

Every organization is a living entity with its own distinctive history and DNA. To achieve radical change, you will also need the right people otherwise they will not “take”. It is almost impossible to change vision and values without changing people at the top.
