What Is the Role of a CSEA Steward?
Should
a Steward be active or "toe the line".

Do
you understand the meanings and implications of the Articles of
the Union Contract I cited in my email to Peevey? I guess Bill Ahern
is a Ph.D. and I am certain that when he reads the contract, he
would conclude that you do not understand what you are doing. Let
me state this to you: I am getting very tired having to constantly
deal with individuals who refuse to accept that they have limited
knowledge in Certain Substantive areas and instead of learning continue
to behave like fools. I am a Job Steward and I have the authority
to raise the issues I did raise in my emails to Peevey. Your limited
education is really a challenge to your ability to successfully
represent Knowledge Professionals.

I hope you don't mind that familiar a salutation. We have met on
a couple of occasions and been
introduced to one another at least once, but I suspect you know
me only as the "union guy" or some such designation. I
am President of DLC 745, SEIU Local 1000, CSEA and I wanted to state
unequivocally that any individuals who may approach CPUC management,
whether they profess to represent "the union" or not,
do not have such authority without democratic process as defined
by the Civil Service Division Council. No such process has taken
place with respect to any position on the
selection of William Ahern as Executive Director of CPUC.
I shall be out of town, attending to my parents' needs in New Mexico.
My parents are in their 80s and have needs not unfamiliar to most
in that age group. I'll be away from work from the afternoon of
February 6, 2003 to February 14, 2003. I wanted to offer a clarifying
statement in light of the fact that there has been discussion of
possible meetings between CPUC managers and at least one union steward
regarding Mr. Ahern's selection. Members have inquired of Mr. Ahern's
suitability and I would like to schedule a meeting with you to discuss
this matter at your earliest convenience.
I
would hope that SEIU Local 1000, DLC 745 and CPUC management can
meet at least monthly to discuss issues of mutual concern. This
has been the practice since I was elected president for my first
term in 1998, I certainly encourage its continuation. Thank you
for your time and patience.
