Good Morning George Carazo:

Can you tell me the name of the person in State Personnel Board who said Merit Issue Complaints should be filed directly to the SPB?

I just got a copy of the SPB rule 51-54.2 which was published in 1996. I got the copy from a folder displayed in you personnel office. Is there an updated version? The 1996 published rule states that Merit Complaints should be filed with the dept and then after the dept decision to appeal to SPB. I need this information because like I said previously, I plan to file a complaint against you, Peevey and Larson for the appointments of Deputy Executive Directors in violations of Govt. Codes and SPB RULES AND REGULATIONS GOVERNING APPOINTMENTS IN THE CEA POSITIONS.

A prompt response will be appreciated.

Yaya - thank you for bringing this to our attention. I’ve been in contact with the State Personnel Board and my understanding is that this MIC should be filed directly with the Appeals Division of the State Personnel Board.

We will also post the policy with respect to filing of MICs by PUC staff.

I have researched everywhere in the Commission to find where the Commission displays information describing the Commission’s policy and procedure to alert Commission staff how to file a Merit Issue Complaint against the Commission. I believe ir is required that one is established and displayed for easy access by staff.

This request is important because I want to file complain against you, Peevey and the Commission about the appointments of Deputy Executive Director post.
