Subject: Fw: Abdication of the Executive Director Position by Steve Larson-Memo of December 17, 2004 to all PUC with subject "Management Team"

Dear Mr. Steve Larson:

This email message is to inform you that the Concerned Staff Committee and What Now?! Newsletter will be informing the Governor that your December 17, 2004 Memo to Staff informing staff that from January 1, 2005, all CPUC DIVISIONS DIRECTORS MINUS ORA WILL REPORT DIRECTLY TO your (unlawful?) appointed Deputy Executive Director Paul Clanon. In all intent and purpose it is a dejure and defacto Abdication of your position as Executive Director of the Commission.

We intend to show the Governor that your decision called into question whether he could rely on you and your management team to provide the leadership and also of reaching the goals of the Commission.

I will forward to you a letter We sent to the Governor more than a year ago saying for Accountability and Responsibility to be enhanced and protected the position of Executive Director should be eliminated and that Division Directors should report directly to the president of the Commission. We recommended to the Governor that PUC CODE 305 should be amended so that Division Directors report to the President of the Commission.

This is just to let you know what we are up to. I do not do anything without informing the affected party.
