The Position of Executive Director
is Irrelevant

Steve,
How ironic we sent the attached letter to Arnold on December 16,
2003 recommending that the position of Executive Director of the
Commission be abolished because it is redundant and that Division
Directors should report directly to the President of the Commission.
So please do not take our concerns as being personal.
We just believe that it is the duty of taxpayers to help the Governor
reform state bureaucracies. Your December 17, 2004 Memo we believe
is an attempt to undermine the efforts of the governor to meet his
stated goals of making govt more efficient and meeting planned results
and also make sure that Accountability and Responsibilities are
adequately determined.
We were going to ignore the CPR DOCUMENT signed by you and sent
to the Governors office but because of your latest move we are now
going to thoroughly examined that document and any deliberate misrepresentations
discovered will be reported to the governor.
Our initial review shows that it is a document crafted to rationalize
and justify the way things are and to keep them that way. We really
want the governor to know that his major problem is that of the
leadership and management of the bureaucracies of State Govt.
So long as he depends solely on management input he is not going
to achieve his stated Public Policy goals because you bureaucrats
want to keep your jobs. Well some of us know that MANAGEMENT IS
MAJOR OBSTACLE to creating change and the only people who are going
to help the Governor realize that are dedicated employees like those
who belong to the Concerned Staff Committee of the state.

Suggestions on how to improve the operational efficiency and organizational
effectiveness of California Public Utilities Commission. Part 1
Dear
Governor Schwarzenegger:
As
you said during your campaign for the Governorship, you want the
people of California to help you make California great again and
we believe that you want our input to help you meet your goals.
We share your concerns about waste, inefficiencies and lack of leadership
in the state bureaucracy.
The
Concerned Staff Committee of California Public Utilities Commission
recommends that you may want to get PUC CODE 305(copy attached)
amended through the elimination of the Executive Director position.
We believe that for accountability and responsibility to be clearly
established for achieving the Commission program goals, the divisions
directors should report directly to the President of the Commission.
It
is our view that by getting rid of the Executive Director and deputy/assistant
Executive Director, over $300,000 for salaries and benefits would
be saved. Besides the savings obtained, operational efficiency and
effectiveness would become the norm rather than the gross inefficiency
and mismanagement that is now rife in the Commission.
It
is very simple reform needed to correct this crafted anomaly embedded
in PUC Code 305.
Please
note that similar conditions exist in many departments and agencies
in the State Bureaucracy and uncovering them would help in reducing
the state deficit.
We also would like to suggest that you cannot uncover the waste
and inefficiencies in many departments simply by asking the managers
of these agencies and departments to give you an accurate account
of conditions etc. You need the contributions from the non-managers.
In
our next letter (Part 2), We are going to provide you with suggestions
on how the California Public Utilities Commission can be reformed
so as to ensure that we have managers who are honest and competent.
