Paul Clanon attempted instigation for others to Violate of The California
State Staffing Reductions Policy and Procedure. (Manual, October
1994)
Dear
Mr. Navarro:
The
Concerned Staff Committee is informing you that on May 7, 1997,
Paul Clanon, Director of Energy Division sent an email message (copy
attached) to other division directors and program managers urging
them to circumvent the Hiring Freeze Policy and Procedure of the
State of California. He urged them to go ahead and hire from the
public and then what is left could be made available to those who
were faced with layoffs. Paul Clanon knew that his recommendation
was in violation of state policy.
On
December 17, 2004, CPUC Executive Director Steve Larson informed
Staff that he has appointed Paul Clanon to a new post of Deputy
Executive of the Commission. (Copy attached).
The Concerned Staff Committee do not think that Paul Clanon is qualified
to hold such an office because a central duty and responsible of
the position is respect of the law and policy of the state.
As
Director of the State Dept. of Personnel Administration and the
controlling agency with legal and lawful review rights over personnel
decisions made by departments and agencies, the Concerned Staff
Committee requests that you intervene and protect your own department
policy and manual which provides rules of staffing reduction so
as the prevent lawsuits stemming from the state not acting in Good
Faith during layoffs.
