October 20, 2003 Arnold Schwarzenegger Subject: Call for Retention of Jeff Morales, Dept of Transportation Director Dear Mr. Schwarzenegger: The Concerned Staff wishes you to know that many at CALTRANS view Jeff Morales as an effective manager and leader who displayed impeccable integrity since he came to the Department of Transportation. The Concerned Staff Committee believes that a change in CALTRANS Leadership would create a decline in the department’s operational efficiencies and delay in reaching the important and complex goals of the department. We hope you would exercise extreme due diligence during your consideration of executive leadership change for CALTRANS. The Concerned Staff Committee of CALTRANS requests that you retain Mr. Jeff Morales the present director of Department of Transportation.
