Dear Mr. Bustamante,

I saw you on “Meet the Press” this morning. I think you have a better than even chance to be the next Governor of California.

Both you and Bill Simon, your fellow guest on “Meet the Press”, are much more willing to discuss personal positions on public issues than your obvious front contender, Arnold Schwarzenegger. This is understandable since Arnold has the most to lose in these discussions. He is undoubtedly being controlled by his political advisors, as to some extent, you all are. Professional political advisors are exactly that—professional political advisors. Issues, debates, future plans are all grist for their mill, which is the job of grinding out a political victory. If they lose, it is no great loss. They are still professionals. They just go on to the next campaign and the next set of candidates. You already know this. So does Bill Simon. I am not quite as sure about Arnie.

One of the first things the new advisors do is shut off the candidate from easy public access. It is virtually impossible to send a message or contact Arnold without going through his campaign office. Perhaps it is still possible to contact you since you are a working Lieutenant Governor. I am sending this message to your office in the State Capitol.

Enclosed are copies of two letters that I have mailed to other state officials.

The first letter is my personal whistleblower letter to the State Auditor.

The second letter is my personal appeal to Governor Gray Davis.

Both of these letters concentrate on personal and public corruption in one of the primary agencies in California, the California Public Utilities Commission (CPUC). If California is the fifth largest country (financial institution) in the world, the CPUC regulates and controls the largest segment of this financial empire. The current 34 billion dollar deficit in California is due in large part to CPUC mismanagement of long term energy planning.
