Subject: Using highly paid professionals to do clerical work at License Branch at Consumer Protection and Safety Division

 

Dear President Peevey:

This is to notify you that one of your divisions in the Commission is using the following Associate level Analysts Yaya Fanusie , Eddie Quon, Barbara Irving and San to s Flores to do clerical work instead of doing what their positions call for, namely, processing, evaluating compliance with the application for CPUC Authority to operate limousines and shuttle services.

We spend 95% of our working time answering the phones and questions such as “Is my insurance in”, “Did my drug test result come in?”, “I need livery plates”, “Is this the DMV?”, “Do you know the phone number for Caltrans?”, “I am driving to California, what are the road conditions?”, “My driver's license expired. Where are you located?”

Once in a blue moon we would get question asking us to verify that a carrier has the appropriate permits.

Because we spend so much time responding to these types of calls, we do not have time to process applications in a timely manner and lack of prompt issuance of permits then generate more calls about the status of carrier's applications.

This is grossly inefficient and wasteful. And the public is not being served

The applicants are losing money because they are not authorized to work. This situation is unfair and not acceptable to us who work here.

In addition, two supervisors Bob DeGroot and Tony Irving do mainly clerical work. Supervisor DeGroot checks insurance filings. Tony Irving reviews household goods applications.

Let me state that this deplorable condition is due to the lack of staff and we all try to do our best for the public by doing what is needed to be done. But since we are not working on files because of the constant phone calls, permits are not issued quickly.

The applicants are angry and they shower us with abuses and hostility.

According to PUC Code 305, you are the one accountable to the Governor of the State and you can redress this situation.
